The 696-unit Gardencrest development was sold in 2001 to Home Properties. WATCH and the Association negotiated a rent cap agreement with Home Properties to limit the rent increases of existing tenants. Now that agreement is up for renewal, and the Gardencrest Tenants Association has reformed to negotiate with Home Properties about rents and other tenant issues.
